Waters Edge was commissioned by the City of Kansas City Parks and Recreation Department to complete an aquatics master plan for the 27 aquatic facilities, which included indoor and outdoor pools, and splash pads. The goal of the study was to develop aquatic options that would meet immediately and future needs, while maximizing operational and financial sustainability. The study explored re-imagining and modifying how aquatic services are offered and placing priority recommendations on three of the pools that were permanently shut down at the time. Additionally, options and considerations were guided by public and staff input, and included multiple in-person events and meetings, neighborhood meetings and targeted communication, and on-line surveys.

The city moved forward with recommendations on three of the facilities, including replacement of existing facilities and additions. As of 2024, these projects are currently in the design phase and are expected to open over the next several years.
