The City of Kearney did not offer a swimming facility, indoors or outdoors. With a growing population and a commitment to offering quality recreational opportunities, the city selected a consultant team, which included Waters Edge Aquatic Design, to explore the development of a swimming facility.

The Aquatic Feasibility Study began by exploring aquatics-only facility options, including indoor-only, outdoor-only, and indoor and outdoor combined facilities. Initial public input focused on collecting feedback related to indoor and outdoor swimming options. It was established that there was a need and interest for both indoor and outdoor swimming opportunities, with indoor swimming being a common area for support from the public.

As the study progressed, additional feedback indicated a high interest in a recreation center with traditional offerings and an indoor pool that could be used year-round. The final option developed then included a recreation center with indoor aquatics, with an opportunity to expand to offer outdoor aquatics in the future.
